hi,
if you have applied then it will be counted as four attempts and you have only three chances left out,
you should never do such mistakes with important exams like ias,
here every chance is precious and you have lost one without even attempting the exam.
if you are applying for the exam this year then make sure that you are completely prepared and give the exam,
the details of the exam is given with the notification attached,

As you did not attempt the exam it is not counted. So you have 4 attempts if your age is in between 21-30.

If you have not appeared for any paper then it is not counted. An attempt is counted only if a candidate has appeared in at least one paper in CS (P) Examination.you can check in upsc FAQ section for further details.http://www.upsc.gov.in/general/faq.htm

I have made a query about the no. of attempts left with me as I have once applied for it but could not appear in the prelims exams. I don't mean that I have given the examination for once. If you please tell me only application submitted to the UPSC will be counted as an attempt or after a person appears in the prelims examination is counted as one attempt.
