i studied in govt school till 10th standard....
now im doing BE FIRST YEAR.....
i can understand what other people speaking in english....
but im not able to answer those questions properly....
say some tips to improve my english knowledge

You should constantly speak in english with everyone whether it is your parents or your friends.They and you might feel awkward but you should carry on.The only way to improve your english speaking skills is by constantly practicing i.e speaking in english.
If you have a problem with grammar then you should read articles and magazines so as to see the language written in them.
That's all you can do, and this will surely improve your speaking skills.

You can improve english speaking on stage by following methods:
1. Take a paragraph in an english newspaper and start reading it from the begining to the end in front of a mirror.
2. A group discussion in english with your friends/relatives/neighbour can also improve english speaking.
3. Read english newspaper with a louder voice.
4. Read any paragraph in the newspaper with attitude assuming that you are in front of audience.

to improve ur talking skills u have to start with ur closer one.start to learn english words and use them when need.start to discus with ur frends in starting they will make fun but after that ur probleb will solve.

Make some friends to whom u can speak ly in english....
Read lots of books it helps u to get comfortable with laanguage and builds ur vocablary...
If needed visit the institutes that conducts spoken english classes(like Veta)
try reading the book " How to Develop Self-confidence & Influence People by Public Speaking" by Dale Carnegie

Doing all of the above will help you a great deal. You may not see the changes in a day or two. But you will definitely see it overtime.

Basically your problem is lack of confidence rather than lack of knowledge.
Firstly take one word from the dictionary everyday & memorise it. This habit will prove to be very useful for you in the long run.
Secondly focus on your grammar part by reading or being a part of CONVERSATIONS IN ENGLISH.
Read CBSE English Grammar books of smaller classes as they help in getting the basics clear.
Make use of your extra time by reading novels or particularly drama as it involves prose in the form of conversation.

If you commit yourself to do this small tasks daily, then in 2 to 3 months your english will be as good as any convent educated person.
