Paid the fee in one the self finance college which is affiliated to Anna university. But, I got the offer to join in the other college. Will I get the certificates back to join in the college which I want join? Even the my first year classes not yet started.

You can join other college if your current university is ready to give back your certificates. You must talk to admission department of your college and ask to get back the certificates and fees also. If you have some recommendation in the college, they can help you better with the procedure to cancel current admission.
