hello sir.
in 2011 the age limit was 21 to 30 and an age relaxation upto 3years was given. that means whether a candidate whose age 20 can apply for the exam?

No, it is not possible to apply now. You can apply after an year. Age relaxation is provided for reserved category candidates who have crossed the upper age requirement. For example an OBC candidate at the age of 30 years can have 3 year age relaxation. At the same time, SC/ST candidate can have 5 year age reduction. Detailed information can be collected from exam notification.
