UPSC stands for Union Public Services Commission.
It conducts various exams at the under graduate,graduate & post graduate level.
At the Undergraduates level i.e 12th Pass, it conducts NDA & NA Exam and SCRA Exam.
At the graduates level i.e Bachelors Degree Pass,it conducts exams like
Civil Services Exam(CSE),CDS,CPF,Engineering services exam,CMS,etc.
At the post graduate level it conducts Indian Economic Services/Indian Statistical Services Exam.

I think you are interested to know about UPSC CSE as you have not mentioned which UPSC Exams clearly.

Eligibility For CSE :

Age Limit :
General Category-21-30yrs on 1st August of the year of exam
OBC-21-33yrs
SC/ST-21-35yrs

Educational Qualification :
Minimum educational qualification to appear in the CSE is,
A Bachelors Degree in any discipline from a UGC/AICTE recognised University.
Final year appeared/appearing candidates can also apply.

Attempts :
General Category-4 times
OBC-7 times
SC/ST-Unlimited times

UPSC Civil Services Examination
Union Public Services Commission (UPSC) conducts its UPSC Prelims and Mains examination online for recruitment to IAS, IPS, IFS Group ‘A’ and some Group ‘B’ services.
Educational Qualification:
  • A candidate must be a graduate from a recognized university or a deemed university.
  • A Candidate appearing for the final year of bachelor’s degree and awaiting result can also apply.
  • A Candidate possesses professional and technical qualification recognised by Government equivalent to the professional and technical degree can also apply.
  • A Candidate who has passed the final professional M.B.B.S. or any other Medical Examination but has not completed his/her internship by the time of submission of his/her application for the Civil Services (Main) Examination
