i m doing graduation and i have completed 2nd year.when can i give bank po exam??

Sir I m graduate in commerce from ccs university with 58.43% and working in PSU (BSNL) since 12.10.1999 on a gr. "C" post.
I want to apply for Central Govt. jobs in account wing. How it poosible. My as is 36 Yrs as on 02.05.2011.
