All Gazetted officers including School /college principals as well as Govt. employee are authorized to issue the character certificate .

as far as i think goverment is authorized to sign character certificate

there are so many authorization in India related with purposes charecter certificate be issued
>>College/schools principle/Head of institution may issue the character certificate for the student.
>>organisation head may issue the cc for there employee.
>>in village Village superintendence may issue cc.
>>in town SDO or mayer issue cc.

is a village officer a gazetted officer
