Why SSC-Tech entrance exam cut off is higher for female candidates?

Sir/mam, I am engineering final year student, I have applied for SSC-tech (20), 2017....but they have given cutoff for female candidates 70% & for male candidates as 60% in civil engineering stream. I just want to ask why so??? Why Different cutoff for girls & boys??
