Yes, you are eligible for NEET entrance exam 2017.

Those candidates who have completed 12th standard from a recognized board with Physics, Chemistry and Biology subject are eligible for NEET exam 2017. At 10+2 level you need to secure minimum 50% of marks in physics, chemistry and biology taken together.

Your minimum age should be 17 years.

As per your birth date you will be 16 years old on 31st Dec 2016 so you are not eligible for write neet exam 2017. For writing neet exam your age should be between 17 to 25 years on 31 Dec 2016.
