Dear if you want to apply for UPSC Civil Service Preliminary Examination then you should have following eligibility criteria :

Must posses a bachelor's degree in any discipline from a recognized university and no minimum percentage required in graduation.

Those candidates who are appearing for final year/semester examination or have appeared for final exams or awaiting for the announcement of their final exam result may also apply for this UPSC CSAT - Civil Service Aptitude Exam

Your age should not be less than 21 years and more than 30 years. Relaxation in upper age as per government rules which is 5 years for SC/ST, 3 years for OBC category candidates

If you can get your Degree completed before the date notified in the notification of UPSC then, surely you can apply for CSAT. You have to show relevant documents to support your Graduation so that there is no problem during verification. Hence make sure that you complete your Graduation on the date notified.

You should have done graduation from a recognized University. The age limit for CSAT is 21 to 30 years for General category. Age relaxation of 3 years for OBC, 5 years for SC/ST and 10 years for handicapped candidates is available.

The exam pattern will have preliminary exam which will be CSAT the Mains exam and last stage is Interview. You have to score in merit to become an IAS officer. So be prepared for the exam if you complete Graduation on or before the specified date in the notification.
