You must have master's degree in commerce with at least 55% marks from a recognized University. You have to apply on a prescribed format for admission when the notification is released by the University. You have to appear for entrance exam and Interview to become eligible for admission. Also, you need to prepare a synopsis of your research topic to get in approved by your Ph.D guide and start work on it.
