I have qualified net exam by 56% marks. In which universities can i apply for phd? Will I be eligible to apply for Ph.D or not? If am not eligible then what should I do to Ph.D? I just wanted to do in Urdu language which am sure I can finish it.

You must have a Master's degree in Urdu with at least 55% marks from a recognized University then only you can apply for admission. Therefore, if you have this qualification then try to clear exams like NET/SLET/JRF because these scores will help you to get admission in top Universities.
