For M.Phil admission you have to apply when admission is announced by the concerned university or institute. Government employee with 5 years of experience in the given field will have greater chance of admission.

Hence, just apply on a prescribed format when admission is announced. Normally, admission will be based on the performance in the written exam based on merit.
Do you have any question? or have anything to say?
