I am doing my final year B.E Mechanical Engineering,
i wish to study any PG related to mechanical.
my course will be completed.
can i apply for any scholarships to study abroad?

Scholarships are usually given by the foreign universities to the overseas students. Such scholarships are given to students who have achieved excellence in the field of academics or have performed extremely well in the entrance exams based on which they take admission. They also provide scholarships to students who have extra ordinary achievements in extra curricular field. So you need to prepare for the entrance exams and score well in them.
