Whenever one think of open and distance education, Indira Gandhi National Open University or IGNOU is the name to reckon with. It was established in 1985. Masters in Public Administration is on of the most sought after courses here. This course teaches student about the impact and interconnection of State, Society and Administration. This course teaches a student about different administrative models, processes, theories, methods and other related techniques.

This paper deals with the concept of Human Resouce Management. The main topics covered in this paper are human resource planning, promotion, recruitment, remuneration and performance appraisal. This paper is important as it teaches the learner about the basic topics like job design, job analysis, salary system, employee management, incentive management,reskilling, redeployment, management development, total quality management, stress management, discipline, grievances and employee health and safety. Focus is also on topics like human resource management, employer employee relations and assessment of human resource management’s effectiveness.

The paper is divided in 2 sections namely Section I and Section II.

Section I and II both conatins 5 questions each. All of the questions are essay type questions. A student needs to answer 5 questions in total. The constraint is that he must attempt atleast 2 questions from each of the sections. As being a theoretical paper, this paper requires a lot of hard work, but the paper pattern makes sure that a bit of selective study will help the students.

20 marks are alloted to each question.

The total time allotted for this paper is 180 minutes.
