DCE 2011 B.Tech Part Time

My son appeared in CET 2009 for Polytechnic and got qualified. In prospect there is provision of latera entry for BE in Delhi College of Engg directly in 2nd year after completion of 3 yrs diploma course in engg from Delhi Polytechnic.
Is it correct or not. In that case qualification of 12th standard is required or not. Please provide me details about lateral entry so that he may join the Polytechnic other wise he is willing to continue study of 11th . It is also requested to intimate future on joining 3 year Engg course from Polytechnic at present.
