Whether 3 years Engineering Diploma course is considerable for a candidate who has qualified in IBPS Clerical exam?

I am qualified by IBPS Clerical Exam. But my question is, 3 years Engineering Diploma Course by Board of Technical Education is eligible instead of 12th?

No, I am sorry to say that Diploma course is never equivalent to 12th level examination.

Therefore, if you are wanting to appear for IBPS examination on the basis of 12th standard, I am sorry to say to say that you are not eligible for it.
