Am I eligible to give IPS Exam being a candidate pursuing 3rd year of B.Tech in Distance Learning from KSOU?

I'm Thirunavukarasu. I completed 10, 12 & Diploma in Civil Engineering. and now i'm studying 3rd year B.Tech in distance education in Karnataka State Open University.
