what is the best between learn the m.s. from abroad or learn the m.tech. in india?

You cannot tell M.S. best over M.tech and vice versa.

An universiy is the prime authority to start any degree. They decides to start and will give guidelines on how to teach it.

IIT's in India provides good training. Companies all over the world comes to IIT to select candidates. In my opinion, you may not go abroad to take MS. Still, it will be your decision which comes

Both the course are good you can't really say that one is better than other.
Doing M.S abroad has its own advantage.
And M.tech from India is also great course so you can do what you think is appropriate for you.
