There are basically two types of Government Exams.
1- Conducted on State Level
2- Conducted on National level

In both these categories, various examinations are conducted for different departments and eligibility criteria varies accordingly.
Since you haven't mentioned your stream, its difficult to say whether you are eligible for any particular exam or not but generally, for most of the examinations conducted under both categories, a graduate in any discipline is considered eligible.
There is no percentage criteria for most of the examinations.
The age limit for national level examination is somewhere between 21-30 years and for state level examinations, it is between 21-35 or even 40 years depending upon the state.
So, being a graduate of 28 years age, you are eligible to write all those examinations which only requires bachelors degree and is not limited for candidates belonging to a particular stream.

49.5% in graduation level considered as50% or not for any appointment
