No you cannot take this optional as it is not listed in the list of optionals

the optional subject selection is very critical stage where every civils aspirant will have to face some sort of confusion

but it is the most important stage for every civils aspirant.

you can choose optional subjects only from this list

->Agriculture
->Animal Husbandry and Veterinary Science
->Botany

these are the optionals available for you in mains examination after clearing your prelims

so select from these subjects as human rights is not visible you should take another subject with public administration

yes my dear friend you can chose human rights as your first subject for PCS.
its a good subject deeply knowledge in this subject can provide best result in PCS exam.....

But you can choose public administration.
