It is nice that you are looking for Indian administrative services. The notification is still awaited and is sure to be announce in the month of feb. 2011.You can't apply for this examination until the notification announcement. You needs to be fulfils some conditions to apply like qualification and age.
The minimum qualification is graduation and age limit is 21 to 30 years,age relaxation is given as per govt rules.
I suggest you to start your preparation from today for cracking the examination successfuly, but remember the syllabus is changed so prepare according to it. If you want to become a IPS officer, then you have to apply for Civil Services Examination which was conducted by UPSC.

The last date of apply for UPSC Civil services examination was already over, So you can not apply for this examination in this year. So, please apply for this exam next year.

The last date of apply for UPSC IAS examination was - 21/March/2011

And the Premilis examination are going to be held on - 12/June/2011.

You can apply for IAS examination By two modes, either Online or Offline.

Eligibility criteria for IAS exam:

Minimum graduation degree with any discipline in an recognized university.

Age:

Age should be between 21 to 30 years for General category candidates.
Age should be between 21 to 33 years for OBC category candidates.
Only minimum age is required for sc/st category candidates i.e 21 years.

Nationality:
Indian

Yes offcourse you can go for IAS exam.

This time UPSC pattern is changed and it is called as CSAT which is coming into effect from Civil Services Examination, 2011.and so there is no option subjects...


It consits of two paper and each paper of Two hrs..


(Paper 1) (200 marks) consists of

• Current events.
• History
• Geography
• Indian Polity and governance
• Economic and social development
• and General science.

It is of purely objective type and qualifying exam...

(Paper II) (200 marks)

• Comprehension
• Logical reasoning and analytical ability
• Decision making and problem solving
• General mental ability
• Basic numeracy(Class X level)
• English language comprehension skills (Class X level)

It is of purely subjective type and followed by interview....
Based on the overall ranking and your choice of cadre, you will be provided IFS (Indian Foreign Service), IAS or IPS. The higher your rank, the choice is with you.

In case you have not not got a good rank and got into IFS, IAS or IPS, you may still become a Group A or B officer in the Central Govt.

for IAS you have to appear in civil service examination. this year the last date to apply for the examination is already over. now you can not apply for civil service examination 2011. you ahve to try for civil service examination 2012.

the eligibility criterion to appear in civil service examination is candidate should have minimum of graduation degree in any discipline from any recognized institution. the age also must be in between 21 to 30 to appear in civil service examination for general category.

I am glad to inform you that the application fee is exempted for SC candidates.

So, you need not make any payment.
