Umasankar,

UPSC conducts the IAS exam in June every year.

First, you need a graduate degree for applying, which you already have.
As for the age criteria, I suppose you meet that too.

However, it is not really advisable to go to IAS after B.Tech (though some people still do) as it is a waste of your ECE knowledge.

Despite that, if you still decide to go through with it, start studying for it in 3rd year itself. It is a tough examination and the syllabus is huge. Arihant Publications has some
good books for UPSC. Was this the "information" you were asking for?

Cheers,

Its great that you are so ambitious and want to be an IAS Officer after completing your B.Tech in ECE i.e having a greater option in technical field you have selected such a prestigious job.By the way IAS is not impossible to crack. If you have the right direction then you can easily crack it.
I will tell you some tips to crack the preliminary exam of IAS. For mains you yourself will find out ways if you crack it.
First of all start with NCERT books from 6th std to 12th std.
I am listing out the books which you should follow for all the subjects.Choose the best one which you like.

History: NCERT,Spectrums moderns INDIA
Geography: NCERT,an Atlas would do,Gocheng long book
For science:I think NCERT would be sufficient. So work hard on NCERT
Current affairs- Keep yourself updated daily by reading newspapers and magazines
General knowledge: Chronicle year book,Manorama,India year book

So chose your subject and start with your preparations as soon as possible as this entrance test is very much competitive.Manage time well and prepare accordingly.
Good Luck
Best Wishes
