You can apply on any date of your choice but the call for interview will only come when the vacancy is there.
There are various post in merchant navy. To get any job you will have to complete your merchant navy course.
Minimum eligibility for the course is 10 pass, with minimum 50% aggregate marks from a recognized school/board. However exceptions are there in aggregate marks, for entry level courses
