You can join any of NIN and any ICMR sponsored research institutes only if you have cleared ICMR or else CSIR, NET-JRF or any of the competitive exams for the sponsorship and to register for the Ph.D in these institutes. you can check the ICMR website here for the further details:

Your first step should be to clear the ICMR/ CSIR/ UGC Ph.D. entrance examination. The admission in the Ph.D. course is based on this test results. As and when there are vacant posts in the field the university pulls up a notification which you check by going on their website regularly. Recently some posts have been vacant in NIN. I am going to attach the attention doc for those posts along with this message.
