I have passed 12th commerce but I am not able to compete graduation got ATKT in first year B.Com. Can I shift to arts stream & which year, I'll get admission first year BA or second year BA?

Yes, you can shift from B.Com to BA course if you are not capable of handling the Commerce field at this situation. To opt Arts stream in your Graduation level, you must have to take admission from the first year of BA course.
So, if you want to pursue BA degree course just apply in different Colleges offering the said course and take admission to study the said BA course.
