Those candidates who have completed masters degree in Political Science with a minimum of 55% marks from any recognized university are eligible to do PhD in the relevant discipline. Eligible candidates are required to appear and qualify in UGC-NET entrance exam, qualifying in which they can take admission into their respective PhD course.
After completing NET exam, you will be given admission on the basis of your NET score. So, you can apply for admission in a particular university, when the admission notification is released by that university on the basis of your NET score.
A Postgraduate with Political Science can choose the following topics for PhD course:

>Models of Democracy
>Ethnic and Politics
>Race, Ethnicity and Politics

Since, you have completed your Masters degree in Political Science, you are eligible to opt for the Ph.D course. After qualifying in the NET examination, you can apply in different Universities offering the Ph.D course in the above mentioned field to study from there.
