What is the procedure to re-appear for failed subjects in SSC 10th?
I failed in 2 subjects of SSC 10th in 2013. Now, I need to continue. But syllabus has changed, what is the process to write only 2 subjects which I failed in 2013. I need to write in 2017. I am ready now to write.

In order to appear for the improvement examination in two subjects, you have to appear for the said examination in the very next year of your examination. Since you failed to appear in the next year of the SSC examination, you cannot appear for the improvement examination at this instant as you are not eligible for it.

What to do if I have failed in 3 subjects(hindi, marathi and maths) in 10th ssc board will I be able to take admission in 11th Or I need to give a re-exam

If you fail in only one subject, then you have to give Compartment exam maybe around month of July.
If you fail in two subjects, then you have to reappear for all the exams next year.
