Yes, you can apply. Duplicate certificate means your original certificate is lost or misplaced. So your original certificate same as in duplicate.For obtain duplicate you have to notify of your lost certificate. Then you have to file an affidavit on Non-Judicial Stamp paper of INR 10. Now fill the application form with the required details.
