Friend, there is no such date of declaration , for that you have regularly go through the employments news, as well as in regular papers there also the news coms for applying in defense. that is probably from January to June.

There are many posts in Defense stream and you dint even mention the type of entry you want to go through in Defense stream.There are many type of entries like CDS, UES, SSC,.etc.It will be better that you go through official websites so that you get an idea about the type of entries and how to apply for it.

Sine ECE is an evergreen stream hence there's a good scope for this field but it has even got a good competition along with it.Some of the companies which recruits ECE Graduates by conducting their own examination are:-
NTPC, BEL, BHEL, ISRO, DRDO, BSNL, AAI, GAIL, SAIL, HAL,.etc
