Yes, You are eligible for UPSC Examination after completing your Graduate degree course in Arts. I think you are Interested in UPSC Examination and after completing your Graduate degree course in Arts, you are eligible for UPSC Civil services examination and CDS Examination.

To apply for Civil services examination, you have to complete your Graduate degree course in any discipline from a recognised University. Final year appearing candidates are also eligible for Civil services examination. To apply for this examination your age should between 21 to 30 years.
