Since degree holders in any subject can apply for IPS, you can also apply. But your age must fall between 21 and 30 years. UPSC conducts prelims and mains exam for selection. Questions on mental ability, GK, general studies, and English language are asked for the exam. The exam is usually conducted in the month of May.
