I'm a student of Polytechnic in Karnataka, Bangalore and I have passed in all my subjects with a first class aggregate in my first year in my first attempt but I'm not satisfied with quality of teaching provided by my college so is there a procedure to change my college?

No, it is not possible to change Diploma college after completion of the first year. You have to pursue complete three years Diploma course from the same college where you have secured admission to be eligible to get Diploma certificate. You can't change college in the middle of the course. So, if you wish to change the college then, you have to discontinue from the course and you have to take fresh admission in first year of Diploma course in another college.
