First thing I would like to let you know that any candidate is allowed to appear in CBSE Class 10th or Class 12th board examination as a regular candidate only once and failing in board examination as a regular candidate a candidate has to appear as a private candidate to clear his/her board examination.

So, having failed in Class 12th board examination this year the only option for your brother is to appear in his board examination as a private candidate next year in order to clear his Class 12th school level examination.

For FAQs related to CBSE private candidates, you can refer to the link www.cbse.nic.in.

If you are failed this year then also you can appear next year examination as a private candidate. And it is possible to appear in examination more than one attempt.
You can also change your stream as well as board.

Yes, he can reappear for CBSE Board exam as a private candidate.

For this, candidate needs to fill the Private Examination form of CBSE.

If your school provides this facility to fill private examination form, then fill from school itself. Otherwise, you can visit regional CBSE Office for filling Private Examination form.

In this case, you will also have to pay the required fees along with submitting relevant documents (like ID Proof, Address proof, past year performance marksheet).

After this, admit card will be sent to your mailing address. And you will have to just appear for the Board exams in March directly.
