There is no minimum percentage that one must obtain in order to ensure yourself a seat in an engineering college. It all depends on the college you try and take an admission in.
All colleges have different cut offs and the amount of weight-age they give to JEE Mains rank or score and also the amount of weight-age they give to 12th standard board exams depends completely on the college itself or is often decided by the university under which this college comes. Ex. Mumbai University has specified the weight-age they will give to both JEE Mains and to the 12th standard board exams and hence on the basis of that the students go on to get a rank which determines where and whether they get a seat in a particular college.

As far as the minimum percentage required for JEE is concerned, then you must be sure to pass the JEE Mains. The passing marks vary every year and are decided on the basis of the performance of all the students.

The minimum percentage of marks required in order to be eligible for JEE Main examination is that candidates must have scored at least of 75% of marks in class 12th studying Physics, Chemistry and Mathematics.
In order to get admission in reputed College, you must have to qualify in the above mentioned examination by scoring merit marks in it.
