IAS stands for Indian administrative services The eligibility for IAS exam is as such : I] A candidate should be a citizen of India . 2] A candidate should be a graduate in any discipline from any recognised university . 3]Age limit : i) 21 to 30 years for General category . ii)21 to 33 years for OBC iii) 21 to 35 years for SC/ST 4] No of attempts : i) 4 for General category ii)7 for OBC iii) Unlimited for SC/ST So Gauri as you said your friend is a post graduate and of 28 years then he can surely appear for the IAS exam and achieve his dream of becoming a collector . |

YES , you can becomae a collector through UPSC exam after M.Sc.To becoming a collecter you have to appear IAS exam conducted by the UPSC.When you pass the IAS exam,then only you can appointed as a collecter in any district.
