Basic requirement for IAS:
1. You should be a graduate in any stream from any recognized university. Percentage is not important....final year graduates can also apply, providing that they have to show their certificate of passing at the time of interview. 2. Your age should be between 21 years and 30 years....the age is calculated on the basis of 1st of August of the year applying for it. [33 years for Sc/ST] 3. Should be a citizen of India. IAS exam conduct by UPSC every year.

For IAS you must be cleared the UPSC exem. Any graduate candidaate can apply for that and the age limit is 21-30 for general students,5 years extra for SC/ST candidates...

The basic required qualification for civil service exam are as follows: 1. You must be a graduate, in any discipline 2. You must have attained the age of 21 years. 3. You must not be over 30 years. (maximum age limit is relaxed up to 3 years for OBC and 5 years for SC/ST category) 4. No matter how much you scored in your graduation, you are eligible if you are a graduate. IAS examination is conducted UPSC.To become IAS you have to apply for civil service exam which consist of preliminary exam ,main exam and interview.If you clear preliminary exam only then you will get select for main exam and interview.
Eligibility for IAS exam: You must have Bachelor’s degree of a recognised university.But as you said that you only have completed your first year which means that you are not eligible to tale the civil service exam .Once you complete your bachelor degree you will be able to take the exam. You must be between 21-30 years as on 1.7.2011.There is some relaxation for reserved caste students which is as follows :: 35 years for SC/ST. 33 for OBC .
