The minimum educational qualification required to be eligible for Indian Statistical Service Exam is a PG degree in the following subjects
Statistics
Applied Statistics
Mathematical statistics

Yes,you can apply for the Indian statistical service exam after M.sc(maths) as the eligibility criteria is for the same is that a candidate for the Indian Statistical Service must have a degree with Statistics or Mathematics or Economics as a subject from any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the Universities Grant Commission Act, 1956 or possess an equivalent qualification.
