You should complete your graduation by enrolling for BA /B.COM from IGNOU
It will take minimum 3 years to complete the Graduation

IGNOU Is an Open University , so you dont have to attend classes daily.

They have weekend contact programmes and you have to deposit the assignments and give the Term end exams

Minimum Eligibilty to apply for the UPSC Civil Services exams is:

No minimum percentage of marks is required in Graduation

SC/ST can apply till 35 years

Attempts/Chances: UPSC has also fixed number of attempts

To become an IAS(Indian Administrative Service) officer, one has to apply, appear and crack Civil Service Exam conducted by UPSC every year after Graduation Degree in any stream.

The eligible candidate must be an Indian national having either appear for the final Graduation Degree exam or pass in any stream of education from a recognised University within the age of 21 to 30 years with upper age relaxation for reserved candidate.

As you are pursing Physiotherapy after completion of Bachelor Degree in either Physiotherapy or in any stream of education you are eligible to apply for Civil Service Exam to become an IAS officer.

As the Civil Service Exam is very tough and competitive, one should prepare for the same rigorously at least for a year before sitting for the exam. One may take the assistance of any good coaching Institute for Civil Service Exa.
