I think you are asking about Indian Engineering Services Exam for Electrical Engineering.

Indian Engineering Services or Engineering Services exam is conducted by UPSC every year.

Any candidate who has done his bachelor's degree in technology from a recognized university can apply for the exam.

The age limit is 21-30 years for general candidates. OBC and SC/ST candidates get age relaxation of three years and five years respectively.

The last date for online application for IES in 2015 was 10/04/2015. So now you will have to wait for next year examination notification.
