is qualification of graduation is best or

The minimum qualification to appear in UPSC exams is graduation. There are many post graduate candidates who also apply for UPSC exams. So, it is not necessary to give UPSC exam after post graduation, you are also eligible to appear after graduation as well as post graduation. But there is an age limit to appear in UPSC exam. The minimum age limit is 21 years and maximum age limit is 32 years. But as there are many sections in UPSC like IAS, IPS, IES, IFS and CDS. So, the age limit is based on the posts or sections in UPSC like the maximum age limit to apply for IAS recruitment exam is 30 years. UPSC open notification for its different section exams. You just have to check daily the official website of UPSC i.e, http://www.upsc.gov.in.

The best time for preparation might be when you are in final year of graduation or after graduation. There are many famous and reputed institutes which prepare for UPSC exam across India.
