M.Tech stands for Master of Technology and is a masters degree program.
In order to take the National Eligibility Test, candidate needs to hold a master degree and must have scored atleast Fifty-Five percent marks in the qualifying examination.
Since you hold the required qualification and have scored the required percentage of marks, you can definitely take the National Eligibility Test.
This test is conducted two times a year by University Grant Commission.
You may take the test, either in the month of June or December.

For complete information, refer to the official website of University Grant Commission.
