sir , i am rajesh i am studying diploma in mechanical engineering .. this year my diploma will finish.. my question is can i become a sub inspector police officer after my complition of my diploma?

yes, for that you have to take IAS test, Its a test conducted every year, where you can choose your interesting subjects like Politcs, Economy, Social science. You need to clear the test to become an Sub inspector.

It would be better if you complete your graduation first and then you can apply for it as the basic eligibility for the post is you have done your graduation..
