i have completed my degree at distance education,But i didn't complete my +2 please suggest me iam eligible to apply for IAS OR IPS.

You have not mention what degree you have completed via distance education.
so it would be little difficult for me to answer properly to your question.

Since you have told that you have not completed your +2 level , so i would suggest you to firstly complete your +2 level with 50 % in any stream but from recognized college/university, as the minimum qualification is to have +2 level pass. Then only you can appear for your civil service exam ...

You are not eligible for IAS OR IPS before your Graduation.when you will be a graduate so,definitely you qualify for IAS OR IPS.

IAS stands for Indian Administrative Service Conducted by UPSC in every year.
those candidate completed his graduation are eligible for IAS.candidate age between 19 to 35 years and some age relaxation for sc/st caste.
