The number of members in the public sectors are solely decided by the government of India and there is no rules or guidelines for the fixed number of members or employees in a government enterprise.

Re: What are the minimum number of members in public company?
The minimum number of members required to form a public limited company is 7(seven) not 70(seventy). Everywhere in here it is written 70 but that is not right!
