Yes, you can apply for Civil Services Examination that is conducted by Union Public Service Commission.

The minimum educational qualification required to be eligible for UPSC Civil Services Recruitment Examination is "Graduation" or Bachelor Degree from a recognized university.

As B.Sc in Community Health course is a Graduation course, I am sure you are eligible to apply for UPSC Civil Services Examination.

Candidates who are pursuing their final year are also eligible to apply for Civil Services Examination.

The minimum age required is 21 years and the maximum age must not exceed 30 years. And of course, there will be an age relaxation for reserved category candidates as per government norms.
