I have scored 46.4% in my 10th with CBSE around 10 years ago and 12th with 65.2% with same CBSE around 7 years ago. After that I discontinued my education. Now I am willing to study B.Tech. So, kindly tell me am I eligible for doing B.Tech?

Yes, you are eligible to pursue B.Tech course after having year gap of 7 years provided you should have a valid reason behind your years of gap. You will also have to score well i your entrance examination to get to good engineering college.
