You are fully eligible to give IAS while in the final year of your course.

The needed criterion are:
>> Age should be between 21 to 30 years
>> Age relaxation for OBC candidate 3 years
>> Age relaxation for SC/ST candidate 5 years
>> Must be an Indian citizen

Number of attempts are:
-General candidate- 4
-OBC candidate- 7
-SC/ST candidate- no limit

IAS exam is conducted by UPSC through Civil Service Exam

Those candidate are graduate from any recognized university with any discipline are eligible for IAS exam.

Yes , Final year student are applicable for IAS exam .

Your age should be in between 21 to 30 years old.Age relaxation is provide for SC/ST/OBC category as per govt rule.

The maximum attempts for SC/ST candidate is Unlimited. For OBC candidate it is 7 years and for general candidate it will be 5 years.

Yes you can definitely give the IAS examination while you are in the final year of your graduation.
All India Civil Service Exam is conducted by Union Public Service Commission once in a year. Generally we have notification in the month of February.
