well..the minimum qualification for appearing in the civil service exams is to be a graduate from a recognized college of India and you should be a between the age limit of 21-30 years..you have 4 attempts..since any graduate from any stream is eligible for Civil Services,hence it doesn't really matter which stream you take,so go with subject which suits you

hello dear,

exam to become an IPS officer is conducted by union public
service commission(UPSC) every year for which the eligibility is;
-you should be graduate in any discipline from any recognized university
-your age should be between 21-30 years
-age relaxation for OBC is 3 years
-age relaxation for SC/ST is 5 years

as you are a 12th student so you can take any discipline in your graduation
but if want to do engineering and want to apply for IES exam then you
can't take computer science because a computer science student can not
apply for IES exam....
