yeah for sure you can appear in this examinations
there will be no problem with your percentage in Electrical Engineering

I think you want details about CSE : Civil Service Exam and AFCAT : Airforce Common Admission Test
Both these exams are conducted by UPSC only.
UPSC Is a constitutional body which conducts exams like CSE,AFCAT,NDA,CDS etc.,
there is no separate exam called UPSC Exam.

Civil Service Exam is the examination conducted for the Indian Civil Services like IAS/IPS/IFS etc., services
the eligibility conditions are
->you should have 21 years of age.
->you should also complete degree course from a recognized University.

but it is not the same with AFCAT Entrance .
For Flying branch in AFCAT you have to be in between 19 to 23 years of age as on 1st july 2012 to appear in 2012 AFCAT

for technical branch you should be in between 18 and 28 years as on 1 july 2012

For further information about this AFCAT Notification justClick here
